The Phantom from 10,000 Leagues (1955)
A marine biologist and a government agent investigate mysterious deaths and rumors of a sea monster in a secluded ocean cove, and find themselves involved with a marine biology professor conducting secretive experiments, international spies trying to steal his secrets, a radioactive light on the sea bottom, and the malevolent thing which guards it.

I'm all for low-budget sci-fi thrillers; I used to watch them late at night as a kid. This, however, has virtually nothing to redeem it at all. Some radioactive activity down in the depths has created this devilish looking creature; and our intrepid team of scientists investigate it after bodies start washing up on the shoreline. The problem here is masterly inactivity - nothing happens. The phantom lives up to it's name - it is hardly ever on screen. The rest of this nonsense consists of lots of extended (and frequently soppy) conversation and some slightly spurious scientific-espionage sub plots. Sorry, this is just rotten.
