Shirley Phelps-Roper is the matriarch of the Westboro Baptist Church, a hate church based in Kansas that has been described as "the most hated family in America". The church was founded by Shirley's father, Pastor Fred Phelps, and have become notorious for their homophobic views and the picketing of funerals. Shirley has been in the public firing line for decades now, and has had her own children defect from the church and its vitriolic ways.
